IT CORPORATION Endorsement Letter

Dear Valued Supplier:

IT Corporation is pleased to announce the roll out of its on-line procurement-sourcing platform. This procurement platform program has been designed by IT and Environmental Network International, Inc. (ENI) http://www.eni-net.com/. This platform will be used to locate, qualify, request bids and proposals, issue purchase orders, and obtain other information from suppliers. The program will connect IT’s Procurement Professionals with the sellers of environmental & construction services, supplies, and equipment.

ENI has prepared a customized on-line procurement platform for IT’s use in accordance with IT’s procurement requirements. The intranet-based customized portal provides IT seamless access to ENI Network services, which drives procurement costs down while expediting the current process via an electronic medium. IT Procurement Professionals and Project Managers will use ENI's on-line system to identify qualified suppliers for projects and then e-mail the supplier either a Request for Information (RFI), Request for Proposal (RFP), Request for Quote (RFQ), and Purchase Orders thus eliminating many telephone calls, mailing, and faxing of these documents. Suppliers can then respond to these requests directly to IT using their existing e-mail capability.

IT Corporation does not require suppliers to list with ENI; however, by not listing with ENI, suppliers may miss opportunities unless using this electronic platform. The rollout of the ENI platform at IT is scheduled for January 1, 2001 and is expected to be utilized to produce, at reduced cost, approximately $400 million of IT’s subcontract and supplier awards per year when fully implemented.
